Sonar/Cakewalk has both ability to choose
- upsample when rendering
- upsample on playback
or both for each plugin - effect or synth.
Then on top of that a “x2” button in toolbar to turn things on/off globally.

Yeah giving people this kind of choice is the best approach I feel. Though I have the feeling that over the next few years this will pretty much be the default method with most developers.
