Offline installing doesn't seem to work

My Waves Central doesn’t want to do the offline installer for the Scheps Omni Channel.
I tried Central versions 10 and 9 also. No difference made.
I have internet connection on computer now, but Central keeps saying it’s offline.
Did anyone else have the same problem and fixed it?

Windows 7 64 bit
Waves Central 11.0.60
Scheps Omni Channel V10
