Would I place something like Waves CLA Vocal Plugin as an Insert in Cubase 13? I ask because it uses a range of effects, (compression,delay,reverb, pitch), when it is applied. I understand that individually, compression would normally go into Insert, whilst delay and reverb would go into Send. I was just wondering what to do when using a plugin that combines them.

Yes, you can place the CLA Vocal plugin as an insert.
IMHO there are no rules to music production, or mixing, you have your ground rules, such as the level’s best approach when using specific plugins but the bottom line is how it sounds to you and sometimes following specific rules just won’t work in every scenario.
In fact, a lot of great things can happen from simple mistakes and experimentation when producing music so I would just make sure I like what I hear when producing/mixing and let the creativity do the rest,
You can always split the two.
Place the plugin both as an insert and a send effect. Then on the insert disable your Reverb and Delay, while on the insert disable everything except reverb and delay.
This just as a starting point. At some point you might want to try enabling some of the disabled processes and experiment a little.
