In the “System Requirements” page in the Waves website it says that Waves version 14.0 is only supported up to MacOS 13.0
Does this mean it will fail at MacOS 13.2 or is the info just not updated?

Waves V14 licenses are supported up to Sonoma which is OS 14 you should be fine running on OS 13.2.
